"They took advantage of isolation”: RCMP detail rural mail theft tactics
Between late November 2024 and the early months of 2025, Spruce Plains RCMP received multiple reports of thefts from Canada Post mailboxes, in both post offices as well as roadside mailbox units. The thefts occurred over a dozen communities including Neepawa, Minnedosa, Arden, Kelwood, MacGregor, Carberry, Rapid City, Glenella, Erickson, Onanole, Sandy Lake, and Rivers. RCMP investigators launched an extensive investigation, examining numerous mailbox sites, conducting interviews, and executing multiple search warrants to gather the evidence necessary for prosecution. RCMP Credit Community Tips in Major Theft Arrests As a result of their efforts, on September 29, 2025, RCMP arrested 38-year-old Ryan Eckberg of Brandon. He was charged with 41 offences, including multiple counts of breaking and entering, theft from mail over $5000, possession of property obtained by crime, fraud under $5000, and theft of a credit card. Eckberg was remanded into custody. On October 8, 2025, RCMP arrested 41-year-old Jennifer MacDonald of Boissevain. She was also charged with 41 offences, including multiple counts of breaking and entering, theft from mail over $5000, possession of property obtained by crime, fraud over $5000, and theft of a credit card. MacDonald was likewise remanded into custody. Staff Sergeant Andrew Cowan, Detachment Commander for Spruce Plains RCMP, praised the investigative team for their dedication. “The investigators put a tremendous amount of work in their relentless pursuit of leads which led to the arrest of these two individuals responsible for the numerous thefts that affected multiple communities. This outcome underscores our commitment to ensuring the safety and security of our residents and their property.” Rural Mailboxes Targeted for Their Isolation Sgt Cowan says rural mailbox thefts tend to be more discreet and opportunistic. "In many cases, individuals target these mailboxes situated along less traveled roads, taking advantage of the isolation and limited surveillance. Individuals may also target post office locations that may not lock their mail access during after-hours or simply have the time and opportunity to break into these locations. Again, taking advantage of the remote location, residents may notice missing mail, including important documents such as bank statements, checks, or personal letters," he adds. "Particularly though, the theft of checks is concerning because they can be easily altered and cashed by essentially unauthorized individuals," noted Sgt Cowan. "While some stolen items have been recovered through our ongoing investigations, there are some that still remain unaccounted for. However, we are actively working with the victims to help mitigate any potential financial harm and to track the stolen checks and other pertinent documents to prevent for misuse." RCMP Urge Vigilance as Case Moves Toward Prosecution In addition to the theft of personal mail that includes critical information, such as cheques, bank statements and tax documents, Sgt Cowan says the impact of these thefts go beyond the immediate loss of items. "They can erode the sense of security within tight-knit rural communities," he shares. "Residents often take pride in their safety and trust in one another, and so incidents of mailbox theft can create unease and concern among the neighbors." The investigation continues to remain ongoing, and it is a priority for Spruce Plains RCMP and within the RCMP in Manitoba," notes Cowan. "We are still collecting evidence including recovered items and following up on leads provided by the community." "This does involve interviewing additional witnesses, checking local surveillance cameras for further footage, and traditionally doing our door-to-door neighborhood inquiries. We're also coordinating with the postal services to determine if there are any other reports of missing mail in adjacent areas, which may help us understand the broader scope of the thefts." However, I can say at this time, Spruce Place RCMP has ascertained sufficient evidence to support the charges against these two individuals for the numerous allegations against them, which has now been turned over to our local Crown Attorney's office for furtherance in the court of law," he adds. RCMP Stress Community Awareness in Ongoing Mail Theft Case The arrests were essentially the result of comprehensive investigative work, says Cowan. "Community tips played a crucial role in identifying these individuals as residents reported seen unusual behaviour around their mailboxes. Additionally, evidence collected through search warrants applied for and judicially authorized by the courts has allowed law enforcement to establish connections between the suspects and the thefts. The quick response from the community and collaboration with law enforcement has made these arrests possible. Investigating mailbox thefts presents unique challenges for law enforcement, particularly in rural areas where long distances and lower population densities can delay response times. Despite these obstacles, Spruce Plains RCMP emphasize the importance of community awareness and vigilance. Residents are encouraged to report any suspicious activity or individuals seen loitering near mailboxes to their local police. Promptly collecting mail after delivery is also advised to reduce the risk of theft. RCMP officials expressed appreciation for the public’s cooperation, noting that community support has played a vital role in advancing the investigation. Authorities continue to urge residents to stay informed about their mail and financial accounts and assure the public that updates will be provided as the investigation progresses. “No Complaint Is Frivolous,” says Sgt. Cowan "At the end of the day, your safety, our community safety and security is our top priority within the RCMP," adds Sgt Cowan. "Again, I can't stress it enough the community awareness and the connection with the RCMP is paramount and we just strongly encourage if there's something that doesn't feel right, something that doesn't look right, no complaints is a frivolous complaint.
