Manitoba has not signed onto the federal government's climate change framework. At least not yet.

Premier Brian Pallister is holding out in hopes of accessing more federal health care funding.

Manitoba's Agriculture Minister Ralph Eichler is offering his support to Pallister.

"At the end of the day, he's [Pallister] going to do what's best for Manitobans and that's really what it boils down to," said Eichler. "He's a premier that was elected to do the job and he's prepared to do that."

Eichler says that if Manitoba is going to sign the deal, it is going to be based on consolations with people who are involved in the agriculture industry.

He adds it's up to the people of Manitoba to decide what type of carbon pricing system works best in this province, noting any additional costs simply can not be passed on to farmers in the province.

Saskatchewan is also refusing to sign the deal.
